In this landscape, the transition to renewable energy sources is not merely an environmental goal but a strategic necessity. Governments worldwide are committing to ambitious climate targets, such as Singapore’s aim for a net-zero economy by 2050.3 This push for decarbonization introduces a fundamental tension: how to integrate large-scale, intermittent renewable energy sources like solar and wind into a grid originally designed for centralized, fossil fuel-based generation.4 The inherent variability of these new energy sources creates significant challenges for maintaining grid stability and reliability. This is where AI emerges as a critical and indispensable tool.
AI systems are being deployed to address these complexities by optimizing a wide range of utility functions. For instance, AI can enhance grid resilience through advanced predictive maintenance and real-time management.6 Companies like Schneider Electric are leveraging AI for dynamic load balancing and fault prediction, transforming traditional power networks into intelligent, self-healing systems that can prevent costly outages before they occur.8 The strategic importance of AI is also evident in the energy storage sector, where it is used to optimize battery performance, predict energy needs, and manage the flow of power to and from the grid.10
These technological advancements are being underpinned by forward-thinking national strategies. Singapore, as a land-scarce city-state, serves as a powerful case study for these challenges. It is pioneering solutions like the 60 megawatt-peak (MWp) inland floating solar farm at Tengeh Reservoir and a 285 megawatt-hour (MWh) Energy Storage System (ESS) on Jurong Island, which is the largest in Southeast Asia and was commissioned in a record six months.11 These projects are designed to maximize solar panel deployment and address the intermittency of renewable energy. For instance, case studies show that AI-driven maintenance programs can yield a 220.5% return on investment (ROI) in the first year and generate annual savings of over $6 million.13 In energy trading, AI models consistently outperform traditional methods by analyzing vast datasets and adapting to market volatility in real time.15
However, this narrative of progress is accompanied by a profound and often overlooked paradox: the very power that makes AI so transformative also introduces significant ethical challenges. The drive for hyper-efficiency can lead to a narrow focus on financial metrics, potentially at the expense of human values and social equity. Automated systems, while capable of reducing costs and maximizing revenue, can also have far-reaching and unintended consequences for the workforce whose jobs are being transformed and for the customers who are subject to their decisions.17

This information could be exploited for malicious purposes, such as targeted advertisements or, more seriously, by cyber attackers and adversaries.31 The risk is not merely theoretical; hackers have been shown to use generative AI for sophisticated attacks like phishing and deepfake impersonation.33 To address these risks, utilities must adopt a rigorous approach to data governance and privacy. This includes establishing robust data privacy policies that go beyond legal requirements, implementing strong data anonymization and encryption techniques, and obtaining clear, informed consent from consumers.20 In a UK example, a smart meter system was designed to use a secure, private communication network, not the public internet, and data sharing with suppliers is contingent on the consumer’s consent, with anonymized data only being accessible to network operators.34
A related and subtle challenge is how the widespread adoption of generative AI in customer service and other public-facing roles can create new risks for utilities. Historically, a human customer service agent would manage interactions, and if a mistake was made, accountability and liability were relatively clear. However, as utilities begin to deploy generative AI chatbots to handle customer inquiries, they face a new category of risk. A 2024 BCG study found that while 89% of executives believe their workforce needs improved AI skills, only 6% had started upskilling in a “meaningful way”.41 This highlights a significant readiness gap that could hinder AI’s potential.
Beyond the immediate workforce, the adoption of AI on a global scale raises concerns about a new kind of “digital divide” in energy access. On one hand, AI is being hailed as an essential component for modernizing grid risk management. AI-powered, self-healing grids can autonomously monitor grid health, anticipate outages, and dynamically redirect power flow in response to live data, including external factors like extreme weather.6 AI-driven Condition-Based Maintenance (CBM), which uses sensors to monitor real-time equipment data, has been used by utilities like We Energies for decades to proactively identify minor issues before they escalate into major failures, leading to significant cost savings and improved reliability.7 This kind of predictive technology is essential for maintaining grid resilience in a world of increasing complexity.
On the other hand, the research shows that AI itself is being leveraged as a powerful tool for cyber attackers. One in five organizations has reported experiencing a cyberattack due to security issues with “shadow AI,” which are unmonitored or unsanctioned AI tools used within an organization.33 These attacks, which often originate from a supply-chain intrusion, can be more costly than traditional breaches.33 Hackers are also using generative AI for more convincing and efficient phishing and deepfake impersonation attacks, with IBM reporting that AI reduced the time needed to write a persuasive phishing email from 16 hours to just five minutes.33
This creates a new security paradox: as utilities deploy AI to secure their critical infrastructure, they are simultaneously creating new vulnerabilities. An AI system that manages complex grid functions or customer-facing services can become a single point of failure. A successful attack on such a system could not only compromise sensitive data but also cause “operational disruptions to important infrastructure”.33 This reality underscores the need for a cybersecurity strategy that is as sophisticated as the AI being deployed. The EU AI Act classifies AI systems that negatively affect safety or fundamental rights as “high-risk”.44 This category includes AI systems used in the management and operation of critical infrastructure, subjecting them to strict legal requirements for risk management, transparency, and human oversight.43 This approach forces a fundamental re-evaluation of how utilities deploy high-risk AI, ensuring that systems are assessed throughout their entire lifecycle before they are put on the market.44 In contrast, the U.S. Department of Homeland Security (DHS) has released a voluntary “Roles and Responsibilities Framework for Artificial Intelligence in Critical Infrastructure”.43 Developed in collaboration with industry and civil society, this framework offers tailored recommendations for each layer of the AI supply chain, from developers to critical infrastructure owners and operators.45 While voluntary, it provides a practical roadmap for securing environments, implementing data governance, and ensuring safe deployment.
This dual approach highlights a crucial dynamic: proactive engagement with these emerging regulations is not merely a compliance burden but a strategic differentiator. Companies that can transparently explain their AI’s decisions, aligning with the principles of “white box” AI, will build greater trust with regulators and consumers.22 This could lead to a competitive advantage, allowing these companies to operate in new markets or secure more favorable contracts than those who maintain a “black box” approach. Therefore, investing in ethical AI governance from the start is an act of brand building and market positioning, transforming a potential liability into a strategic asset.

The collective experience from these diverse projects reveals a critical finding: the pace of technological innovation is often far outstripping the development of the policy and regulatory frameworks needed to govern it. While technologies for hybrid solar-storage and AI-driven trading are advancing rapidly, the policies that would provide stable, long-term market signals are often slow to materialize. This regulatory lag can create market uncertainty, hinder investment, and, in some cases, lead to volatile outcomes that may not be in the best interest of a fair and equitable energy transition. To unlock the full potential of these technologies, it is essential for policymakers and industry leaders to proactively collaborate on creating stable, well-designed regulatory environments that can keep pace with innovation.
C. The Human-Centric Design Philosophy
As the utility sector adopts AI, it is imperative to shift from a technology-first to a human-centric design philosophy. Human-Centered AI (HCAI) is an approach that prioritizes human needs, values, and capabilities in the design and operation of AI systems, ensuring they augment human abilities rather than replace them.57 This approach is grounded in the recognition that technology is only a tool, and its ultimate value is determined by the humans who wield it.

A human-centric approach also necessitates a collaborative ecosystem where designers and developers work with psychologists, ethicists, and domain experts to create AI that is transparent, explainable, and ethically aligned.57
Leaders in the utility sector must go beyond simply adopting new technology; they must cultivate a culture that can host and navigate the complexities that AI introduces. This involves fostering a culture of reflection and “contributory dissent” where teams are encouraged to question AI-driven outputs and challenge assumptions.59 A key distinction here is between being “data-driven” and “data-informed.” A data-driven approach blindly follows the algorithm’s recommendations, while a data-informed approach uses the algorithm’s insights to support human judgment, guided by a clear set of values.59 This requires that an organization define its core ethical principles before AI is deployed, creating a “moral compass” to guide decisions when an algorithm’s output conflicts with the company’s values. Third, Accountability and Oversight must be clearly defined.
